Visible Governance
If the user cannot see it, it does not protect them.
DreamerOS runs seven governance stages on every query. If none is visible to the user, it might as well not exist. The Governance Ribbon makes every stage visible on every response.
Why this matters
Invisible governance is indistinguishable from no governance. Visibility is not a feature. It is a requirement.
